Key limitation: Vietnam has no official, publicly published annual franchise industry report. The MOIT registry only records FOREIGN franchisor registrations (domestic franchising is not MOIT-registered — only annual provincial reporting under Decree 35/2006). No verified count of domestic franchise brands therefore exists. This Index compiles — it does not replace — the primary data.
